  376. So, we think we got it bad in the USA on getting our ham licenses?
  377. Take a look at the following article that I received recently from
  378. Japan.
  379.  
  380. The following article first appeared in the vernacular Asahi Shimbun
  381. newspaper in Japan.  It was translated and reprinted in the TIARA NEWS - 
  382. the Tokyo International Amateur Radio Association╘s newsletter in their
  383. February 1994 issue.  Permission to reprint was/is clearly stated in the
  384. masthead, provided credit is given to both the individual author(s) and
  385. to TIARA NEWS.
  386.  
  387. ASSOCIATIONS: The Barrier To Simplifying Japanese Amateur Radio Licensing
  388.  
  389. "There are too many procedures and it is too expensive to get a Ham 
  390. license. Why can╘t the Japanese system be like that in the U.S. where
  391. you obtain your license once and then you can operate freely within 
  392. certain 
  393. limits?"  That is the plea of Japanese Hams.
  394.  
  395. THREE STEPS TO GET ON THE AIR
  396. To get on the air you have to go through three steps:
  397.  
  398. (1) First you take the national examination or a special training 
  399. course to obtain your radio operator license (musen jujisha menkyosho).
  400.  
  401. (2) You then must file an application for "opening the station"
  402. [i.e. to establish the station] with the Japanese Ministry of
  403. Posts and Telecommunications (MPT).
  404.  
  405. (3) Then you must obtain confirmation that your transmitter and 
  406. receiver satisfy certain technical standards.
  407.  
  408. These procedures take about four months to complete. Moreover,
  409. whenever you buy a new rig you must make an application for such
  410. change, and your station must be re-inspected.  Furthermore,
  411. your license must be renewed after five years.
  412.  
  413. In the case of the DENWA-KYU license (fourth class, phone only)
  414. which most Japanese Hams hold, the national exam costs 2,700 yen
  415. (approx. $26) and the special training course costs 23,050 yen
  416. (approx. $220).  The application for opening a station costs
  417. 7,300 yen (approx. $70).  An application for change of radio
  418. equipment and renewal of the license costs from 1,000 to 4,000
  419. yen (approx. $9.50 to $38).
  420.  
  421. The Land Mobile Communications Division (Yuseisho Ido Tshukinka)
  422. of the MPT  responds to the above criticism by saying: "All of 
  423. the procedures are necessary to enable so many people to make 
  424. good use of the available frequencies which are limited resources.
  425. We have partially simplified the procedures."
  426.  
  427. IN THE USA, PERMITS ARE LUMPED TOGETHER
  428. There are 2,450,000 licensed Hams in Japan. One Ham who is an officer 
  429. of an Amateur Radio organization stated, "I have been pleading with
  430. the government for 30 years to change to a system like one in the USA
  431. but I have not gotten anywhere, even though I have yet to find any 
  432. fault with the US system."
  433.  
  434. When you look into each of these procedures you will find that each
  435. procedure has a connection with an organization in which former 
  436. MPT bureaucrats are working after their retirement (from government
  437. service).  First, the application forms are sold at the JARL - 
  438. Japan Amateur Radio League (Shadan Hojin Nihon Amateur Musen Renmei)
  439. at prices ranging from 500 to 800 yen (approx. $4.75 - 7.60).  
  440. The special training course and the station modification inspection
  441. are done by the JARD - Japan Amateur Radio Development Association
  442. (Zaidan Hojin Nihon Amateur Musen Shinko Kyokai).
  443. And that is the way it goes.
  444.  
  445. The JARL however, is an organization of Ham-loving people and therefore,
  446. there are few retired bureaucrats there, but in the aforementioned
  447. organizations out of a total of 29 directors, 12 are retired MPT
  448. bureaucrats.
  449.  
  450. MOST OF THE REVENUE IS OBTAINED FROM BUREAUCRATIC PROCEDURES.
  451. The total JARD income in 1992 was 560 million yen (approx. $5.3M)
  452. and of that, 547 million yen (approx. $5.2M) came from the (kind) 
  453. of bureaucratic procedures described above.  That seems to be
  454. the reason that they will not change to the US system.
  455.

  457. The above is a translation of an article that appeared in the 
  458. morning edition of the Asahi Shimbun newspaper on October 9, 1993.  
  459. The translator's comments follow:
  460.  
  461. 1) After passing the national examination or successfully completing
  462. the special training course, the prospective Ham will have to file an
  463. application for a radio operator license together with an additional
  464. 1,050 yen ($10) worth of revenue/tax stamps.  Every application for
  465. a station license, modification or renewal requires the completion
  466. of complicated forms.  These forms can generally only be obtained at 
  467. Ham specialty-stores, certain large bookstores, or at JARL branch
  468. offices.
  469.  
  470. 2) By paying 1,000 to 3,000 yen to the JARD for a station "guarantee",
  471. amateur stations up to 100 watts are exempted from undergoing the
  472. station inspection which requires a complicated application procedure,
  473. long waiting time, and expensive inspection fee.
  474.  
  475. 3) The license term for non-permanent residents of Japan is one year.
  476. Applications for station license renewal and modification must be
  477. filed separately.
  478.  
  479. 4) Formerly referred to as "Denwa-kyu", the 4th class (No Code) 
  480. licensees comprise more than 90% of all Japanese amateur radio 
  481. operator license holders.
  482.  
  483. 5) This the amount of revenue/tax stamps required together with 
  484. license application forms.  14,600 yen ($140) for stations over
  485. 50 watts  An additional "guarantee fee (nominally 3,000 yen or 
  486. approx. $28.50) is paid to the JARD. Or, in the case of a 500 watt
  487. station, the station inspection fee is 21,200 yen (approx. $200)
  488. plus another 5,300 yen (approx. $50) "guarantee" fee to the JARD.
  489. In addition, an annual "radio spectrum users fee" of 500 yen
  490. (approx. $4.75) or 1,000 yen ($9.50) if you have both the 100 watt
  491. fixed and 50 watt portable station licenses, is levied by the MPT.
  492.  
  493. 6) In the USA, the station license is automatically issued together
  494. with the operator license without the necessity to already own
  495. any radio equipment. Mailing address changes, etc. can be done
  496. easily and the term of validity automatically resets for another
  497. 10 years from the date of the change.  And what is more, you only
  498. have to pay about $6 for the examination, and the rest of the
  499. procedure is all free of charge. You do not even have to attach
  500. an SASE to your application forms.
  501.  
  502. 7) Station inspections in Japan are done by the local bureaus of
  503. telecommunications (Denkan).
  504.

  529. knob... I'd like you all to know I happily sold my TS-440s and kept the
  530. Corsair because the Corsair was a much, much better, functional RADIO!

  639. Don't be a DOPE, Todd.  The letter "N" is, "dah dit."  It ends in a DIT
  640. so it's not as good as a call that ends in a DAH.

  642. BTW, when I wrote the book on calls, I suggested that "K", "N", and "W"
  643. could easily command $10,000 or more in the open market.
